Infrastruktur yang digunakan untuk mengolah air dari air baku menjadi air minum atau air bersih serta menyalurkannya kepada pelanggan merupakan komponen biaya yang tinggi, sehingga banyak PDAM tidak dapat membangunnya sendiri dengan mengandalkan keuangan sendiri, karena memang keuangan PDAM secara umum hanya cukup untuk operasional saja, sementara untuk investasi masih banyak PDAM yang kesulitan, akhirnya mengandalkan bantuan Pemerintah Pusat atau penyertaan modal dari pemerintah daerah.

Langkah lain untuk dapat berinvestasi, mau tidak mau PDAM haru menyesuaikan tarifnya agar dapat menutupi biaya operasional dan pemeliharaan serta dapat berinvestasi kembali untuk infrastruktur yang sudah usang dan rusak.

 

Berikut infrastruktur PDAM yang berbiaya tinggi, antara lain :

  1. Intake Atau Pengambilan Air Baku: fasilitas ini berfungsi untuk mengambil air dari sumber air baku seperti sungai, danau, atau waduk. Di intake pengambilan air baku, beberapa peralatan yang harus disiapkan antara lain:
  2. Grate bar atau grid: digunakan untuk menyaring benda-benda yang tidak diinginkan seperti daun, ranting, sampah, atau batu-batu kecil agar tidak masuk ke dalam pompa atau instalasi pengolahan air.
  3. Screen atau ayakan: digunakan untuk menyaring benda-benda kecil seperti pasir, kerikil, atau material lainnya yang terbawa oleh aliran air.
  4. Pompa: digunakan untuk memindahkan air dari sumber ke instalasi pengolahan air.
  5. Katup atau valve: digunakan untuk mengatur dan mengontrol aliran air.
  6. Pipa atau saluran air: digunakan untuk menghubungkan antara intake pengambilan air baku dengan instalasi pengolahan air.
  7. Tangki atau kolam penampung: digunakan untuk menampung air baku yang diambil dari sumber air sehingga dapat diolah dan didistribusikan ke konsumen.
  8. Alat ukur atau sensor: digunakan untuk mengukur kualitas dan kuantitas air baku, seperti pH meter, turbidimeter, dan flow meter.
  9. Sistem penggerak: digunakan untuk menggerakkan pompa, seperti motor listrik atau mesin diesel.
